The quick answer
Choose Barony for outpost expansion, broad trade bonuses and Bounty-focused combat. Choose Cartel for hidden smuggling routes, flanking and Leverage. Both Mercantile subcultures can found cities from Water Outposts and require The Silver Seas.

The main differences
| Feature | Barony | Cartel |
|---|---|---|
| Affinities | Shadow + Materium | Shadow + Chaos |
| Economy | Outposts and bonuses for routes connecting to or from its cities | Bonuses focused on routes to foreign cities |
| Trade advantage | Improved outposts and a wider trade network | Hidden smuggling routes, including routes to hostile empires |
| Combat mechanic | Assign Bounty, then focus Bounty Hunter units on that target | Apply Leverage, then spend it through flanking attacks |
| Scout | Envoy: builds outposts | Informant: uses Universal Camouflage |
| Tier 3 unit | Silvershot: long-range firepower | Mage Slayer: disrupts magic and steals positive status effects |
Barony: expand through outposts
Barony’s Envoy can build outposts without bringing a hero. Its improved Work Camp lets an outpost claim two additional provinces instead of one. Connect the outpost to a city with a trade route to bring its resource income into your economy.
Barony’s buildings reward a network with many connections. The Trade District benefits from routes both leaving and entering the city, while its distinctive higher-tier trade structure adds capacity and stability.
In battle, heroes and support units can assign a Bounty to an enemy. Bounty Hunter units then deal more damage to that target and take less damage from it. Killing a marked target also awards extra experience. This suits a plan built around holding the front line and concentrating fire on one priority enemy.
Cartel: profit through smuggling
Cartel can establish smuggling routes without a Free Trade Agreement, including to hostile cities. Those routes stay hidden until another player’s unit stands on them. Trading without the agreement brings a smaller income; negotiating one still improves the return.
Cartel’s economic structures emphasize foreign connections. Its Informant scout can search for useful targets with Universal Camouflage, while the Privateers Camp supports a more aggressive raiding approach.
In combat, Observant applies Leverage to nearby enemies while the observing unit is not engaged in melee. Leverage strengthens the next flanking attack and helps it bypass status-effect resistance. Keep an eye on positioning: simply holding every unit in a head-on melee misses the mechanic’s main benefit.
Can both build on water?
Yes. Both Mercantile subcultures can found cities from Water Outposts. This is a Mercantile feature, not a reason to prefer one of its two branches over the other.
Water routes can also be efficient because trade-route cost depends on travel distance. That makes a coastal network useful to either subculture.
